Biography
Louis Carter was born in 1902. He was a mechanic and joined the Communist party in 1937. Carter sailed for Europe aboard the SS President Harding on August 18, 1937. In Spain, Carter attended officers' training school. No further information has been found regarding his service in Spain or whether he returned to the United States.
